आम आदमी विधायक की एन.ओ.सी. के बिना ठेकेदारों को अंतिम पैसा भुगतान न किया जाना भ्रष्टाचार को बढ़ावा देने वाला निर्णय है – महेश गिरी

भाजपा राष्ट्रीय मंत्री व पूर्वी दिल्ली सांसद महेश गिरी ने एक बहुत ही संवेदनशील मामला उठाया है। उन्होंने ट्रांस यमुना क्षेत्र विकास बोर्ड की मिनिट्स ऑफ मिटिंग के निर्णय पर आपत्ति जताई है। उसमें यह निर्णय लिया गया कि ट्रांस यमुना क्षेत्र विकास बोर्ड निधी द्वारा होने वाले सभी कार्यों में ठेकेदारों को अंतिम पैसे का भुगतान तभी किया जाएगा जब आम आदमी के स्थानीय विधायक उस कार्य को एन.ओ.सी. देंगे। महेश गिरी ने मामले के बारे में जानकारी देते हुए कहा कि अभी हाल ही में ट्रांस यमुना क्षेत्र विकास बोर्ड की बैठक हुई थी जिसमें आम आदमी पार्टी के विधायकों द्वारा यह फैसला लिया गया। सासंद ने इस निर्णय की घोर निंदा की और कहा कि उन्होंने इस मामले को एंटी करप्शन विभाग के संज्ञान हेतु भेजा है।
सांसद ने कहा कि ऐसा करने से भ्रष्टाचार की नई नींव दिल्ली सरकार के विधायकों द्वारा रखी गयी है। विधायक निधी हो या सांसद निधी इनसे होने वाले कार्यों का निरीक्षण साइटिफिक अथवा तकनीकी रूप से जांच विभाग के अधिकारियों द्वारा ही किया जाता है। किसी भी ठेकेदार को पैसा जारी करवाने के लिए विधायक और सांसद से एन ओ सी नहीं लेना चाहिए। विभाग के अधिकारीयों द्वारा ही तकनीकी रूप से जांच व निरीक्षण होने पर ही एनओसी दिया जाना चाहिए जैसे की अभी प्रक्रिया है उसके बाद ही ठेकेदारों को पैसा जारी किया जाता है।
सांसद गिरी ने प्रश्न चिन्ह लगाते हुए कहा कि क्या आम आदमी के विधायक एन.ओ.सी देने के लिए तकनीकि रूप से हुए कार्यों का निरीक्षण कर सकेंगे? क्या वह बनने वाले नाले, सड़क, भवन आदि की लम्बाई, चौड़ाई या उसमे इस्तमाल होने वाले सामग्री की गुणवत्ता की जांच कर पाएंगे? आखिर किस आधार पर वह एन.ओ.सी. देंगे? क्या केजरीवाल अपने विधायकों को कोई तकनीकी प्रशिक्षण करवाने वाले हैं जिससे वह इस तरह के निरीक्षण कर सकेंगे? सीधे तौर पर विकास कार्यों में यह रोड़ा अटकाने व भ्रष्टाचार को बढ़ावा देने के लिए ही उठाया गया कदम है।
सांसद ने यह भी कहा कि यह आम आदमी के भ्रष्ट सोच की उपच है। विधायकों ने अपने लिए भ्रष्टाचार करने का एक नया जरिया खोज निकाला है। अब ठेकेदारों को अपने पैसे को रिलिज करवाने के लिए विधायकों के दरवाजा खड़खड़ाना होगा। सीधे तौर पर यह दिखता है कि यह निर्णय भ्रष्टाचार को बढ़ावा देने वाला तथा कार्यों को विलम्ब करने वाला है।

The decision to issue NOCs to Contractors by MLAs for final payment for work done will only promote corruption- Maheish Girri
New Delhi 21 August: The BJP National Secretary and MP from East Delhi, Maheish Girri, has raised a very sensitive issue. He raised objection on the decision indicated in the Minutes of Meeting of Trans Yamuna Development Board. As per that decision, the final payment to the contractors for work completed will only be carried out after getting No Objection Certificate (NOC) from respective MLA. Maheish Girri informed that very recently in the meeting of Trans Yamuna Development Board, the Aam Aadmi Part MLAs had taken this decision. The MP condemned this decision and indicated that he has sent this issue to Anti-Corruption Department for taking cognizance of it.
He further said that the AAP MLAs have laid a foundation for corruption by adopting this proposal. Whether the fund is from MPs or MLAs, the development work done from it should technically assessed only by the competent officials from the concerned departments. For releasing payment to the contractors, the MP or MLA should not be empowered to give NOC. The payment to the contractors must never be released without inspection and technical assessment by the competent officials.
He questioned whether the AAP MLAs were technically competent to examine and assess whether the work done was of desired quality?” Whether this would they be able to assess the quality of material used and evaluate other specifications of the drain, road, building etc? After all on which yardsticks, will they issue NOCs, he asked. “Is the Delhi CM, Arvind Kejriwal, going to make arrangements to provide technical training to his MLAs, so that they become competent to examine such projects?” This decision is obviously a step to obstruct the development work in the area and will only lead to rampant corruption, he said.
The MP said that this decision reflects the corrupt thought of Aam Admai Party. The MLAs have identified new modus operandi for corruption. Now the contractors will have to go to the doors of the MLAs for payment. This will only delay the work and promote corruption.
